Funding model to sustain DTL
The DTL set up of techcentres allows its development in a modular approach. DTL must be linked to the national roadmap for large-scale research infrastructures, and part of its techcentres already form a natural link to key ESFRI projects. DTL and its individual techcentres are to be funded by multiple sources to secure the appropriate expertise, equipment and support capacity.
Primary stakeholders are the institutions that accommodate DTL techcentres, the involved user community, industry, and the Dutch Government. Next to a basic level of funding, dynamic funding will be added through (international) grants, including grants for associated research. The DTL funding model will also include fee-based services to cover part of the costs.
DTL structure and governance
DTL will be developed from day one as a full public-private partnership, building from existing consortiums and with industry in a co-leading role. DTL will be set up as a lean organisation, with an executive team that oversees the functioning and quality of the individual techcentres. DTL centres must have a degree of autonomy within the DTL context, each advised by a board of users. A steering committee representing the major stakeholder organisations overarches DTL, to anchor DTL in the Dutch life science field.
